Dogs are welcome at St. James’s Park, but they must be kept on a lead in certain areas, particularly near the lake and pelican enclosure. There are designated off-lead areas where well-behaved dogs can roam freely. Always clean up after your pup and be mindful of wildlife.

I enjoyed watching the birdlife by the lake, including pelicans, until some delusional dog walker thought it was okay to leave her pooch off the leash in the vicinity of animals

Lots of ducks, heron and a pelican to watch and enjoy, i walked with my dog and found it a place i could stay for hours. Like all parks Dogs should be kept on a lead if they don't have perfect recall and run up to other dogs
